SWIMMING LESSONS.
NYC and its teachers' union have come to an agreement on what to do with teachers treading water in a reserve pool, unable to find placement in the system. An earlier deal allows NYC principals to pass over once mandatory hiring of "experienced" teachers in favor of teachers they feel are right for the job and for their students. Teachers not selected for transfer have often worked as substitutes or administrative aides, their jobs fully guaranteed through the union. To combat the growing roster of reserve teachers, the city has created a system of incentives for principals to hire the best of the bunch without concern for salaries. Ideally, this will allow the city and the union to identify those teachers truly lacking the performance record needed to be effective in the classroom, and force the union to "negotiate a plan for ushering the inadequate teachers out of the system."

Teachers Unions are just ... well, unions
If it's all about the kids, then explain this (from the Education Reform Newletter of The Center for Education Reform):

It's like the Jobs Bank that the UAW foisted upon the Big Three twenty years ago. Today there are thousands of autoworkers being paid full salary and benefits who haven't worked a day in more than a decade.
I have an extended family member that is a retired UAW worker. He was only a factroy worker and not a supervisor. His base pension for the rest of his life is $3,300.00 /per month. Not including heathcare costs for himself and family, also at not charge for full coverage care, for the rest of his life. It's not just executives making outlandish amounts of money, the UAW has negotiated money and benefits that no other industry in the history of the world could stand up under. Bailout???My butt. Give every taxpayer the approximate $25,000. that this estimated bailout will cost us (depending on what estimates you find) and see how many homes will NOT go into forclosure, how savings accounts will blossom at banks, giving them power to lend and how much credit card debt will be eliminated. Now that is a bailout. Maybe we could even afford to help our kids go to college and we could retire by the age of 65.My 401k has dropped at least $35,000. and my company doesn't have retirement pensions. It's is supposed to be my 401k. At this rate I can't ever retire. Do you think O will bail me out? Oprah maybe, but not Obama!
